Contract Specialist
E3 is seeking to hire mid to senior-level Contracting
Specialists to support a major Federal client in the Washington DC,
Metropolitan area. We are looking for candidates that not only have
a solid contracting background, but also those who bring a strong
entrepreneurial sprit and want to be part of a fast growing company.
The candidate should have comprehensive knowledge of acquisition alternatives
(e.g., GSA Schedules, GWACS, full &open competition) and experience
with acquisitions in the federal government. Former 1102s and DAWIA
certifications are highly desired. The candidate shall perform work
in accordance with Federal law, departmental regulations, and procedures
applicable to the acquisition process and to the administration of
contracts.
Contract Specialist Duties:
- Perform market research
- Assist in drafting acquisition plans (to include
acquisition strategies), source selection plans (including evaluation
criteria), justification and approvals, synopses, requests for proposals,
and award documents for both negotiated competitive procurements
and sole source procurements
- Work with technical personnel in the development
of integrated requirements documents
- Assist in preparing solicitation packages and
amendments
- Perform administrative and logistical support
for pre-proposal conferences
- Assist in drafting all documents required for
awards associated with orders placed under Federal Supply Schedules
(FSS), orders placed under Government Wide Acquisition Contracts
(GWACs), and new contracts
- Provide administrative and logistical support
to proposal evaluation
- Provide support in the preparation for discussions/communications
with offerors
- Provide support in the preparation of source selection
reports and draft briefings
- Assist in performing cost/price analysis of contractors’
proposals
- Assist in drafting pre-negotiation objectives
and price negotiation memoranda
- Provide administrative and logistics assistance
in the debriefing of offerors
- Assist in preparing contractual documentation
for contract modifications
- Prepare draft correspondence and contract documents
- Prepare presentation materials and participate
in Government meetings as designated by the Contracting Officer
(CO)
Acquisition Manager
E3 is seeking to hire mid to senior level Acquisition
Managers with 4 to 8+ years of experience (DAWIA Level I-III). The
positions will be located in Washington, DC to support a federal client’s
acquisition activities. The candidate should have comprehensive knowledge
of acquisition alternatives (e.g., GSA Schedules, GWACS, full &
open competition) and experience with acquisitions in a federal environment.
The candidate shall perform work in accordance with Federal law, departmental
regulations, and procedures applicable to the acquisition process
and to the administration of contracts.
Acquisition Manager
Duties:
- Assist in developing pre-award technical documentation
(e.g., solicitation, Independent Government Cost Estimate (IGCE),
Technical Evaluation Plan (TEP), and Technical Evaluation Report)
- Assist the project team by documenting requirements,
taking notes, keeping action items
- Perform technical writing, reviewing and editing
technical and pre-award solicitation documents
- Prepare, review, and coordinate acquisition packages
for Contract Review Panel (CRP) process and submission
- Organize and translate information into clear
writing documentation
- Assist the project team in creating, updating,
and enhancing client documents
- Understand standard contract guidelines, client
requirements, and translate in writing
- Ensure documents are in accordance with Federal
law, departmental regulations, and procedures applicable to the
acquisition process and to the administration of contracts
- Assist in conducting Technical Evaluation Board
(TEB) training session for TEB voting members, advisors and observers
- Support the development of technical debriefing
