Everett Johnson is the founder and Chief Executive Officer (CEO) of E3 Federal Solutions, LLC and brings over 12 years of acquisition and project management experience working with the Department of Defense and Homeland Security. Prior to establishing E3, Mr. Johnson served five years in the United States Air Force as an Acquisition Project Manager where he was responsible for cradle to grave management of major combat support systems. Mr. Johnson entered federal government consulting in 2001 with Booz Allen Hamilton and then BAE Systems as a senior consultant and project manager. Mr. Johnson established E3 in 2004 as a small veteran-owned business and has led the company in delivering the highest quality of services to its clients. Mr. Johnson holds an MS in Computer Science from Colorado Technical University and a BS in Civil Engineering from the University of Virginia.

 
Kathleen Sober is the President of E3 Federal Solutions, LLC and brings over 20 years experience delivering program and contract management solutions in the government contracting community and is a certified contract management professional (CPCM). Prior to joining E3, Ms. Sober has managed multi-million dollar technology projects for several Fortune 500 companies and successfully built a new business unit for Government Contract Solutions (GCS) Inc., a woman-owned small business. At GCS, Ms. Sober grew annual sales from $1.7M to $6M in less than 3 years and transformed a staffing agency into a professional service provider delivering program and contracts management support to the federal government. Ms. Sober is an active member of the National Contract Management Association (NCMA) and the Industry Advisory Council (IAC). In 2000, she was selected for ACT/IAC Partners Program. Ms. Sober holds a B.A., Business Administration from the College of William and Mary and has completed Contracts & Procurement Management courses at the University of Virginia’s Northern Virginia Campus.
 
Michael Cooley is a Principal with E3 Federal Solutions, LLC and he has 15 years of professional experience with more then 10 years of experience in project management and PMO support with a focus on eGov Travel, acquisition and grants management and ERP solutions. Prior to joining E3, Mr. Cooley spent nearly eight years at Compusearch Software Systems, Inc. where he led several successful end-to-end implementations of the acquisition and grants management tool PRISM. Mr. Cooley provided leadership, consulting services and subject matter expertise in best practices on all areas of PRISM including ERP integration and related business processes. Mr. Cooley is a member of the Project Management Institute (PMI), Industry Advisory Council (IAC) and is a participating member on the University Outreach and Relations Committee for the National Contract Management Association (NCMA). Mr. Cooley is a certified Project Management Professional (PMP).
 
Richard Schult is a Principal with E3 Federal Solutions, LLC and brings over eight years of management consulting experience. Mr. Schult’s experiences encompass Program and Project Management, Business Process Re-Engineering, Change Management, Human Factors/Usability, Strategic Sourcing and Spend Management. Prior to joining E3, Mr. Schult worked as a senior consultant at Booz Allen Hamilton where he supported several federal clients as a functional systems development analyst and task lead. Most recently, Mr. Schult was responsible for identifying multiple strategic department-wide solutions/process that are expected to save the Department of Homeland Security (DHS) approximately $100M over the next five years. Mr. Schult is currently managing a team at the United States Department of Agriculture (USDA) assisting the Forest Service with their American Reinvestment and Recovery Act (ARRA) recipient reporting requirements, reviews, and process enhancements. Mr. Schult holds B.S. in Business Information Technology from Virginia Polytechnic Institute and State University (Virginia Tech) and is a key contributor to E3’s operations and business development.
Jaclyn Smyth is a Principal with E3 Federal Solutions, LLC and brings several years of human resource and management consulting experience. Prior to joining E3, Ms. Smyth worked as the HR/Benefits Administrator for Smithsonian Business Ventures where she established and implemented new benefits programs and managed overall administration of benefits for the division. Ms. Smyth had previous experience with the State of Rhode Island Budgeting Office where she analyzed and wrote a study on Other Post-Employment Benefits. Ms. Smyth’s other work on Other Post-Employment Benefits was published in 2005. Ms. Smyth holds an M.B.A from George Washington University and a B.S. in Business Management with a Double Major in Political Science from Roger Williams University.
 
Kieran (KC) McHargue is a Principal with E3 Federal Solutions, LLC and brings more than 13 years of experience in IT program management; design and development; integration, security and certification; business process management, quality assurance, and production support. Mr. McHargue previously worked at Global Computer Enterprises, Inc. as a Director and Project Manager providing oversight and execution on enterprise financial and procurement system implementations for USCG, TSA, FAMS, DNDO, and GSA. Most recently, Mr. McHargue led an ERP implementation for United States Secret Service (USSS) delivering financial system management, software development, maintenance, production support, and training services. Mr. McHargue is a Certified Project Management Professional (PMP) and is a key contributor to E3's operations, business development, and strategy teams.
